When a state version of OSHA is enacted,

STATES MUST ADOPT STANDARDS AND ENFORCE REQUIREMENTS THAT ARE AT LEAST AS EFFECTIVE AS THE FEDERAL REQUIREMENTS.

These states receive Federal funding support to monitor and regulate occupation safety laws.
